The Former President's Progressive Warning Overlooks Europe's Real Threat: Technological Decline.

Donald Trump's national security strategy presents a misguided view of Europe. The document asserts that unrestrained immigration and so-called "progressive" policies pose an grave risk to European civilization. However, this argument rests on a serious misreading of the situation. The actual challenge confronting the EU is not cultural but technological and economic lag.

A Glaring Economic Gap Between the US and Europe

Statistics reveal a sobering picture. Between 2008 and 2023, American economic output grew by 87%, compared to a paltry 13.5% increase for the European Union. Over this period, European income per person dropped from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a greater average income than several leading European economies like Italy and France.

Currently, about half of the world’s top fifty technology firms are US-based, while a mere four are from Europe.

The Innovation Shortfall: A Critical Question

This widening economic gap stems from superior productivity growth in the US, fueled by technological innovation and higher total factor productivity. The landscape of world technology dominance is overwhelmingly US-centric. In the last fifty years, 241 US firms have scaled into enterprises valued at more than ten billion dollars, versus just 14 in Europe.

This gap prompts a pressing issue: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, what is Europe positioned? Experts widely concede it is largely a two-horse race involving the United States and China, with European nations starting at a significant disadvantage.

Root Causes of Europe's Technological Lag

A number of major factors account for this technological divide.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for funding startups. Europe has yet to establish a genuine capital markets union, which caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can introduce a product under a single regulatory framework to access a market of hundreds of millions. The European Union, despite a bigger population, is split among twenty-seven separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In some EU nations, business failure was once viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

In spite of these challenges, there are causes for optimism. European leaders are increasingly aware of the existential challenge and have started to advance substantial change. Key analyses on European competitiveness and the internal market highlight the necessity of sweeping changes.

Given appropriate incentives and rule changes, Europe's strengths could support far greater degrees of business-led breakthroughs.

The continent retains considerable advantages: high-quality workforce, excellent education systems, and premier research institutions. Alongside a large internal market and high savings rates, these foundations could unleash a surge of venture creation.

Crucially, even if the EU does not become the leader in creating cutting-edge tech, it can still significantly increase productivity by adopting and adapting innovations from elsewhere.

An Inflection Point

Europe now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, Europe's slide in innovation has been gradual. But, without decisive action to tackle its deep-seated problems, today's slow erosion could turn into a sudden and irreversible loss of world influence.
